Inaugral round of the ‘Two+Two’ dialogue between India and USA is to be hosted by India on September 6.
Minister of External Affairs Sushma Swaraj and Defence Minister Nirmala Sitharaman will host the US Secretary of State Michael R. Pompeo and the US Secretary of Defence James Mattis in New Delhi.
TWO+TWO DIALOGUE MEANING:
The meeting between Ministers (Portfolio holders) of two countries, in which the ministers are each other’s counterparts of the two involved countries.
In this September dialogue, the Secretary of State of USA will meet his Indian counterpart, External Affairs Minister Sushma Swaraj; and the Defence Secretary of USA will meet the Defence Minister of India Nirmala Sitharaman.
MODI’S TOURS ARE FRUITFUL:
These dialogues were announced last in when PM Modi had visited Donald Trump at the White House in May, 2017.
Since then, several dates have been considered. Last month the US had postponed the dialogue due to “unavoidable reasons”.
The Dialogue is to achieve greater strategic, defence and security cooperation between the two countries as India and US jointly address the issues of the Indo-Pacific region and beyond.
- The dialogue comes amidst prospects of sanctions that have been aimed at Iran and Russia to be imposed on India too.
India has been a major importer of crude oil from Iran and it’s oil is a vital energy resource for India. However, India has gradually reduced it’s imports from Iran to avoid secondary sanctions from US, and also to secure the requisite waivers from USA.
However, it will be very difficult, and is therefore improbable for India to end it’s imports from Iran completely. The troubles between India and USA with regard to the former’s imports from Iran have been here for quite some time now, and there surely are mechanisms that are working to deal with the situation in a positive manner.
- India and US relations have also recently had some friction due to the tariff policy of the latter.
- The USA lately also disapproved of India importing weapons from Russia. However, India clarified it’s stand by explaining that this import pattern has been a legacy that India must maintain with Moscow, and that this predates the enactment of CAATSA (Countering America’s Adversaries Through Sanctions Act) in July 2017.
These issues will hover around the discussions and it is in fact very crucial for India and USA to come to a clear understanding of each other’s interests and use the platform of this 2+2 dialogue to decide upon cooperation.
